Only seven of the 34 residents of St. Petersburg a special economic zone began to implement projects
In April, St. Petersburg special economic zone pointed five years. While this long-term construction benefits only to contractors engaged in the preparation of the infrastructure in the zone. Residents do not recive the promised benefits and often can not begin construction because of the lack of  communication.Over the past five years in the development of territories  ("Noidorf" 18.9 hectares and "Novoorlovskaya" 110 hectares) has been invested 7,8 billion rubles. Of these, 2,3 billion rubles allocated for the resettlement of the federal budget of roads and communications outside the area worth 5,5 billion rubles, took over the city.

Judges suggest to ban appeal against decisions taken in favor of business
Disputes with government agencies account for nearly one-third of all cases dealt with by the arbitration court of St. Petesburg and Leningrad region, most of them deсided in favor of business. Meanwile, the law allows officials did not once challenge the decisions against them, prolonging the case. It is uncomfortable, not only businessmen, but also the arbitration judges. Resently, opponents of the tape obtained the powerfull lobby on the behalf of Chairman of Moscow Arbitratoin Court Sergei Chucha. He called for a ban appeal court decisions refusing to attract companies and entrepreneurs to administrative responsibility.

A new stage of customs reform threatens to companies whose business is related to the clearance, ordinary losses. Last year, the reform of large terminals were closed "Siberian Crane" (Vyborg post) and GC "Transsphere"(Piskarevsky post). In 2012 came the turn of the smaller players. Now on the market of St. Petersburg Customs employs 150 representatives who serve goods coming into the city, mainly through the Baltic, St. Petersburg and Pukovo customs. During the year Customs representatives draw up approximately 0.5 million returns, each of wich costs $200. Thus, the turnover of this market can be estimated at list $100 million in the coming into force of new rules of customs clearance of this cash flow may move to Belarus and Kazakhstan.
